Abstract

The article examines the transformation of the typology of initiative projects in the subjects of the Siberian Federal District based on data from the annual monitoring of the NIFI of the Ministry of Finance of the Russian Federation and the analysis of regional practices for 2016-2025. It was revealed that during the period under study, there was a transition from the dominance of infrastructure projects (roads, water supply, landscaping, etc.) to an expanded structure that includes social (education, culture, youth spaces), environmental (collection of solid household waste (MSW), nature conservation) and event initiatives. It is substantiated that the key factors of transformation were institutional changes (the inclusion of initiative budgeting in state and municipal programs), and socio-demographic factors. Based on a comparative analysis, five regional models of initiative budgeting in the Siberian Federal District have been identified: "Systemic Infrastructure" (Krasnoyarsk Krai), "Active Co-Financing" (Altai Krai), "Large-Scale Programs" (Irkutsk Region), "Integration with Financial Literacy" (Omsk Region), and "Systemic Training" (Novosibirsk Region). It has been shown that the diversification of project typologies contributes to improving the social, environmental, economic, and institutional efficiency of regional development, as well as fostering civic identity and financial literacy among the population. The results of the study can be used by state and local government bodies to improve regional (municipal) initiatives budgeting programs, as well as in scientific research on public finance and territorial development.
