Abstract

This document details the project to establish Panama's National Center for Artificial Intelligence and Emerging Technologies (CNAITE), conceived as a strategic response to the Fourth Industrial Revolution. The initiative addresses the country's systemic technological sophistication gap and the institutional fragmentation that limits scientific advancement and international competitiveness.CNAITE's central objective is to build a strategic state capacity to anticipate, absorb, and govern disruptive technologies, aligned with the Sustainable Development Goals (SDGs).Its design is based on a sociotechnical model, prioritizing algorithmic ethics and democratic governance through collaboration among academia, the private sector, the government, and civil society. The center is expected to boost productivity, develop specialized human capital, and position Panama as a co-creator of inclusive standards in global forums.
