Abstract

The relevance of the research is determined by the strategic role of public procurement in the formation of regional markets and the paradoxical effects of their centralization. The problem lies in the fact that the centralization of public procurement and the consolidation of lots aimed at operational savings create a systemic barrier for small and medium-sized businesses and provoke long-term structural risks for the region's economy. The purpose of the work is to analyze the risks and consequences of this trend for the competitive potential of the territory. The research uses methods of systemic, structural, functional and institutional analysis. As a result, a chain of negative consequences has been identified: from crowding out small businesses and oligopolizing the market to suppressing innovation, leaking competencies and reducing the adaptability of the economy. The key conclusion is the need to move from the practice of centralization to a policy of conscious diversification of public demand as a basis for sustainable regional development.
