Abstract
The article is devoted to the problem of ensuring food security in Russia and its regions as a basis for economic independence and improving the quality of life of the population. Using the Kurgan region as a case study, a comprehensive analysis of the state and problems of ensuring food security as a key element of the sustainable development of the agro-food complex (agro-industrial complex) is carried out. The paper uses methods of structural-dynamic, factorial and comparative analysis. The assessment of the level of food security was carried out on the basis of the criteria of the Food Security Doctrine of the Russian Federation (2020). The sustainability of the region's development is analyzed using a system of balanced indicators grouped into economic, social and environmental blocks. The study revealed a contradictory situation in the Kurgan region. Despite the overall steady growth of macroeconomic indicators (GRP, industrial production, household incomes), structural problems persist in the agro-industrial complex: high depreciation of fixed assets, low innovation activity and an imbalance in the level of self-sufficiency. The region significantly exceeds the standards for grain and potatoes, but is critically dependent on the import of meat, milk, vegetables, fruits and eggs. It has been established that the outstripping increase in prices for socially important products compared with income growth leads to a decrease in their economic accessibility and an increase in the share of food costs in household budgets. The authors have proved that food security is the foundation of sustainable socio-economic development of the region. To achieve this goal, a targeted government policy is needed, focused on overcoming structural imbalances in the agro-industrial complex, stimulating innovation, modernizing production and implementing measures to increase the economic accessibility of high-quality food for all segments of the population.
