ПУТИ ПРЕОДОЛЕНИЯ «ЭФФЕКТА КОЛЕИ» И ОБЕСПЕЧЕНИЕ УСТОЙЧИВОГО РАЗВИТИЯ РЕГИОНА В СОВРЕМЕННЫХ УСЛОВИЯХ

В статье рассматриваются проблемы предопределённости будущего и феномена «эффекта колеи» - устойчивого укоренения привычных траекторий развития на уровне индивидов, организационных процессов и региональных проектов. Исследуются точки бифуркации - критические моменты или решения, позволяющие выйти из колеи и перейти на более высокий уровень эффективности и устойчивости. Предлагаются направления деятельности, позволяющие преодолеть эффект колеи: политическая воля, целеполагание, мышление сквозного потока, привлечение сообществ. На примере проекта «Эффективный регион», реализуемом ГК «Росатом» совместно с регионами, продемонстрировано, при каких условиях возможно перейти на новую траекторию развития и какие практические механизмы для этого работают. Отмечается, что за время реализации проекта реализовано значительное количество бережливых проектов в различных видах экономической деятельности и социальной сферы, накоплен значительный опыт преодоления «эффекта колеи». Для подтверждения возможности преодоления «эффекта колеи» приводятся эмпирические и прикладные примеры: сквозной поток развития бережливой личности - демонстрация того, как изменение индивидуальных практик, мышления и навыков создаёт предпосылки для системных изменений; проект «Бережная школа» - кейс по внедрению бережливых подходов в образовательные процессы, показывающий конкретные шаги и результаты. Доказывается, что «эффект колеи» не является неизбежной судьбой: при наличии осознанных стратегий, понимания точек бифуркации и применения лучших практик возможен переход на новую траекторию развития. The article addresses the issues of predestination of the future and the phenomenon of the "rut effect" - the steady rooting of familiar development trajectories at the level of individuals, organizational processes, and regional projects. The bifurcation points are investigated - critical moments or solutions that allow to get out of the rut and move to a higher level of efficiency and stability. The following areas of activity are proposed to overcome the rut effect: political will, goal setting, end-to-end thinking, community engagement. Using the example of the Effective Region project, implemented by Rosatom State Corporation together with Russian regions, it is demonstrated under what conditions it is possible to move to a new development trajectory and what practical mechanisms work for this. It is noted that during the implementation of the project, a significant number of lean projects have been implemented in various types of economic and social activities, and significant experience has been gained in overcoming the rut effect. To confirm the possibility of overcoming the rut effect, empirical and applied examples are given: the end-to-end development of a lean personality is a demonstration of how changing individual practices, thinking and skills create prerequisites for systemic changes; the Lean School project is a case study of introducing lean approaches into educational processes, showing concrete steps, results and the multiplier effect on the community. It is proved that the rut effect is not an inevitable fate: in the presence of conscious strategies, bifurcation points and supporting practices (personal and institutional), a transition to a new development trajectory is possible.
