ПРЕДСЕДАТЕЛЬСТВО В БРИКС КАК ИНСТРУМЕНТ ФОРМИРОВАНИЯ МЕДИАОБРАЗА СТРАНЫ: ОПЫТ РОССИЙСКОЙ ФЕДЕРАЦИИ

Целью статьи является исследование опыта, накопленного Российской Федерацией при исполнении обязанностей страны-председателя БРИКС. В статье отмечены первые результаты, полученные отечественными и зарубежными исследователями феномена председательства в БРИКС, впервые в научной литературе проанализированы результаты председательства Российской Федерации в БРИКС с точки зрения формирования положительного медиаобраза страны; раскрыты те возможности, которые предоставляет стране статус председателя объединения (формирование позитивной/выгодной для страны-председателя и объединения в целом информационной повестки, проведение мероприятий для различных групп населения стран, входящих в состав объединения, расширение спектра, предлагаемых страной инициатив и т. д.) и некоторые трудности в практической реализации этих возможностей (часть из которых связана с политическими конфликтами внутри сообщества и агрессивной внешней политической средой), исследована официальная концепция участия России в деятельности БРИКС (в основе которой лежит стремление политической элиты страны превратить БРИКС в механизм формирования нового, более справедливого, миропорядка, отмечена стабильность такого подхода, выработанного еще в период первого председательства России в объединении), изучены заявления государственных деятелей и политиков, позволяющие более точно понять стратегические и тактические цели участия России в деятельности данного международного объединения на нынешнем этапе его развития. The purpose of the article is to study the experience gained by the Russian Federation in fulfilling the duties of the BRICS chair country. The article highlights the first results obtained by domestic and foreign researchers of the BRICS presidency phenomenon. For the first time in the scientific literature, the results of the Russian Federation's BRICS presidency are analyzed from the point of view of forming a positive media image of the country. The article reveals the opportunities that the status of chairman of the association provides to a country (formation of a positive/beneficial information agenda for the chairman country and the association as a whole, holding events for various groups of the population of the countries that make up the association, expanding the range of initiatives offered by the country, etc.) and some difficulties in the practical implementation of these opportunities (some of which are associated with political conflicts within the community and an aggressive external political environment). The official concept of Russia's participation in BRICS activities is studied (which is based on the desire of the country's political elite to turn BRICS into a mechanism for forming a new and more just world order, the stability of this approach, developed during Russia's first presidency in the association, is noted), the statements of statesmen and politicians are studied, allowing a more accurate understanding of the strategic and tactical goals of Russia's participation in the activities of this international association at the current stage of its development.
