Abstract

Artificial intelligence (AI) systems increasingly underpin scientific research, public‑sector operations, and critical infrastructure. However, most AI initiatives are deployed on legacy compute, storage, and data‑fabric environments that cannot support the performance, reproducibility, security, or governance requirements of modern AI workloads. This paper presents a technical analysis of the failure modes associated with deploying AI on non‑modernized infrastructure and introduces the Quantum‑Adaptive Infrastructure for Scalable Compute (QAISC) framework. QAISC defines a layered, reproducibility‑certified architecture for AI‑ready and quantum‑ready environments. The framework integrates compute, data, execution, governance, and facility layers into a unified model designed to support scalable, trustworthy, and sovereign AI. The paper concludes with an implementation roadmap and evaluation considerations for organizations seeking to modernize their infrastructure to support advanced AI and emerging quantum workloads.
