Computational Blocs: How Chips, Toolchains and Networks Are Reconfiguring the Global Internet
Abstract
The paradigm of a singular global digital commons is shifting. This paper argues that internet fragmentation is no longer merely a political trend, but an architectural inevitability driven by the rise of Sovereign AI. As nations identify data as a critical strategic asset, they are establishing 'Digital Sovereignty Frameworks'-distinct standards in hardware, protocols and infrastructure-to secure national intelligence resources. We map the emergence of four distinct, non-interoperable spheres by 2045: the Market-Strategic Sphere, the State-Managed Sphere, the Regulatory Governance Zone and the Non-Aligned Digital Bloc. Furthermore, we analyze the sociological implications of this shift, specifically the evolving role of human oversight in maintaining algorithmic integrity. We argue that future citizenship may involve significant engagement in 'Data Curation' to ensure model robustness. This paper offers a comprehensive topology of this post-global landscape, suggesting a move toward an era of 'Technological Regionalism.
