Open information space as an environment for the formation of digital collections
Abstract
The paper conceptualizes the open information space as the environment in which libraries build and sustain digital collections. Openness is interpreted as a combination of access, description standards, legal regimes, and trust that enables reuse and long-term value. The study argues that a digital collection differs from a mere set of digitized files through governance, transparent selection criteria, high-quality metadata, version control, and preservation commitments. Interoperability (standards, controlled vocabularies, persistent identifiers) is examined as a technical prerequisite of openness. The paper outlines legal, ethical, and security constraints of publication and discusses risks related to technological and platform dependence. Finally, it summarizes requirements for resilience of digital collections under crisis conditions, including wartime and infrastructural threats.
