AVALIAR É PUNIR? O PAPEL DO DIRETOR ESCOLAR A PARTIR DA IMPLEMENTAÇÃO DA LEI Nº 18.221/2024 NO MUNICÍPIO DE SÃO PAULO
Abstract
This article analyzes the impacts of Law No. 18.221/2024, which introduces significant changes to Law No. 8.989 of October 29, 1979, governing the statute of public servants in the Municipality of São Paulo. Based on this legislation, it examines the redefinition of the role of school principals within the municipal education system. Through documentary analysis and bibliographic research, the study discusses the advancement of individual accountability and meritocracy logics, in contrast with the principles of democratic management and formative assessment. The evidence points to the strengthening of control mechanisms that undermine the emancipatory nature of public education
