Abstract

The article examines governmental coordination as a central element for ensuring coherence in public action, based on a qualitative, bibliographic, and exploratory study. It seeks to answer: how does the literature define governmental coordination, what are its main analytical models, and why has it become relevant for state performance? The study systematizes theoretical approaches to coordination, with emphasis on the coordinative capacity discussed by Peters, Bouckaert, and Verhoest, and analyzes how different institutional mechanisms structure alignment across agencies, sectors, and levels of government. The review shows that clear institutional arrangements, formal instruments of integration, and administrative capacities influence the effectiveness of coordination, while state fragmentation and the proliferation of actors create barriers to the process. With a focus on the Brazilian case, the article discusses the implications of coordination in federative contexts marked by institutional inequalities and multilevel governance challenges. It concludes that understanding and strengthening coordinative mechanisms is essential to explain variations in governmental performance and to guide future research agendas.
