Políticas públicas, historia ambiental y educación: genealogía de la educación ambiental en Argentina (1970-2024)
Abstract
This article analyzes the historical trajectory of environmental education in Argentina from the 1970s to the enactment of the Comprehensive Environmental Education Law (2021). Drawing on an environmental history and public policy approach, it reconstructs the main normative, institutional, and social milestones that shaped environmental education in the country. Three distinctive features are identified: the initial fragmentation and absence of state policies during the early years, the territorial heterogeneity derived from federalism, and the central role of socio-environmental conflicts as pedagogical catalysts. Law 27.621 is examined as both a point of arrival and departure: it crystallizes decades of social struggles and community-based educational experiences, while also raising new challenges for implementation. The article concludes that Argentina’s peculiarity lies in having configured a hybrid model, resulting from the conflictive dialogue between global frameworks, national norms, and local social practices, which gives environmental education a critical and profoundly political character.
