The global community is currently facing global threats, primarily military ones. Almost the entire spectrum of threats directly affects the interests of Russia, which is one of the significant centers of power in the global geopolitical and military-strategic space. There is a trend towards blurring the distinction between war and peace. The focus of the methods used for confrontation is shifting towards non-military measures implemented through the use of the population’s protest potential. The importance of developing and implementing information and telecommunication systems, as well as building a system of distributed situational centers with artificial intelligence, has been highlighted.
