Abstract

The objective of the study is to develop and empirically test a methodology for assessing and identifying key organizational and economic factors that determine the effectiveness of regional innovation clusters acting as centers of technological innovation. The main results of the study: a classification of factors influencing the level of effectiveness of regional innovation clusters is considered; a research methodology is presented; an empirical analysis is conducted; practical recommendations for improving regional cluster policy are developed based on the results obtained. Research materials: provisions of traditional methods for assessing the effectiveness of regional innovation clusters (methods of input-output analysis, methods based on productivity analysis, analysis of patent applications, scientific publications), analytical materials of the study of the effectiveness of a regional innovation cluster. Research methods: systematization, comparative analysis, contrastive analysis, analysis of statistical time series, correlation and regression analysis, generalization, abstract logical method, induction, deduction, systems approach, conceptualization and algorithmization of data, tabular data visualization. The main conclusions of the study: the authors proposed a classification of organizational and economic factors influencing the effectiveness of regional innovation clusters. It serves as a theoretical basis for the subsequent operationalization of factors into a system of quantitative and qualitative indicators included in the empirical analysis and the algorithm for constructing regression models. The study revealed that internal organizational factors determining the quality of interaction and the potential of participants (cooperation, personnel, and research activities) have a greater explanatory value for cluster effectiveness than the amount of budget funding or the availability of necessary infrastructure. Practical recommendations for improving regional cluster policy have been formulated, the implementation of which requires interdepartmental collaboration between executive authorities responsible for economic development, industry, education, and science. This will enable the transformation of the territorial clustering strategy into a policy for the formation and development of self-organizing innovation ecosystems capable of sustainable growth based on cooperative and synergistic interactions.
