Abstract

This article presents a comprehensive analysis of labor market transformation and the evolution of public employment policy in the context of active digitalization. It explores the genesis and essential characteristics of a proactive model based on predictive analysis, a personalized approach, and digital platforms. The structural elements of the new model are examined in detail: the digital transformation of employment services, the functionality of the unified «Work in Russia» platform, mechanisms for creating individual trajectories, and a performance assessment system based on client-centric indices. Particular attention is paid to the synthesis of the interests of all participants in the labor market, the analysis of problems of personnel and data shortages, as well as the prospects for the formation of an adaptive, future-oriented system of state regulation of employment. The research materials are interdisciplinary in nature and are relevant for the further development of the theory and practice of human resource management.
