Abstract

The relevance of the research problem is due to the increasing differentiation of Russian regions by the level of socio-economic development and the need to form effective mechanisms for ensuring the sustainability of regional systems in the context of global challenges and structural changes in the economy. The research objective is to identify the conceptual foundations for the formation of sustainability of regional socio-economic systems and to develop recommendations for improving regional development management mechanisms in the context of ensuring long-term sustainability. Material and research methods are based on the analysis of theoretical approaches to sustainable development of regions, study of statistical data on regional differentiation, systematization of practical experience of leading regions, application of methods of system analysis, comparative research and theoretical generalization. Research results and discussion include identification of key factors of sustainable regional development: quality of human capital and effectiveness of its reproduction system, level of innovation development and technological potential, state of infrastructure and quality of institutional environment, effectiveness of regional development management system. It was established that in 2023, leading regions comprise 10 subjects with a sustainable development index of 0,75–0,85 and provide 42,3% of total GRP, while 40 lagging regions with an index of less than 0,60 form only 19% of GRP. The special significance of digital transformation of regional economy, implementation of “green” technologies, human capital development, formation of comfortable urban environment and interregional cooperation as modern drivers of sustainable development has been determined. Conclusions indicate the need for a comprehensive approach to ensuring sustainable development that takes into account economic, social and environmental aspects, effective interaction of all stakeholders and formation of effective mechanisms for managing regional development, which will ensure balanced growth and improve the quality of life of the population in the long term.
