STRATEGIES AND APPROACHES TO ENSURING SUSTAINABLE AND BALANCED DEVELOPMENT OF THE REGIONAL ECONOMY IN THE FACE OF MODERN CHALLENGES
Abstract
This article provides a systematization and empirically based assessment of strategies for sustainable and balanced regional economic development in the face of contemporary shocks and structural shifts (geoeconomic fragmentation, market volatility, sanctions and logistical constraints, climatic, demographic, and technological changes). The theoretical framework draws on approaches to sustainable development and regional resilience, interpreting balance as the alignment of economic growth, quality of life, and environmental constraints at the subnational level. The methodology includes a comparative analysis and the construction of an analytical matrix of measures linking regional policy instruments with target effects: diversification and productivity, human capital development and inclusiveness, resource and climate resilience, institutional capacity, and investment climate. The empirical base is formed by internationally comparable indicators and macro-assessments from leading organizations. The result is the identification of reproducible contours of an effective strategy and practical recommendations for adjusting a regional portfolio of measures, taking into account the limitations of subnational data comparability.
