THE ROLE OF DIGITAL TECHNOLOGIES IN IMPROVING PUBLIC ADMINISTRATION EFFICIENCY AND ECONOMIC DEVELOPMENT
Abstract
The paper examines digital technologies as a driver of more efficient public administration and the prerequisites for economic development. The object of the study is digital transformation of government; the subject is measurable components of digital government and their structural imbalances affecting the state’s ability to reduce transaction costs for citizens and businesses. The study uses internationally comparable evidence from the UN E-Government Survey 2024 (EGDI and its components OSI, TII, HCI, 2022–2024) and official Russian statistics from “Indicators of the Digital Economy: 2025” (Russia’s EGDI dynamics, 2016–2024; gross domestic expenditure on digital economy as a share of GDP, 2017–2023) [1; 2]. The results indicate that global progress in 2022–2024 is largely driven by telecommunications infrastructure growth, while online services progress is more modest, potentially constraining the administrative efficiency gains if end-to-end digital transactions and data interoperability lag behind [1].
