ENSURING ECONOMIC SECURITY DURING THE MOVEMENT OF HAZARDOUS WASTE ACROSS THE CUSTOMS BORDER OF THE EAEU MEMBER STATES
Abstract
The article is devoted to the urgent problem of protecting the economic interests of the member states of the Eurasian Economic Union (EAEU) from the risks associated with the transboundary movement of hazardous waste. The author analyze the existing threats to economic security, including potential budget losses for the elimination of environmental damage, distortion of the competitive environment and reputational costs. The work evaluates the current supranational and national regulation, and identifies its systemic gaps. The work reveals the relationship between environmental control and economic stability, identifying key threats such as potential budget losses from the elimination of environmental damage, structural distortions of the market and reputational risks. Special attention is paid to the role of customs authorities as a key filter, as well as to the existing problems of law enforcement. As a result of the research, practical recommendations have been formulated to improve the control system, including the development of risk-based and digital technologies, to strengthen economic stability and stimulate growth in the countries of the Eurasian Economic Union. Based on the analysis, it is proposed to improve the control mechanism based on the introduction of digital traceability technologies, the development of a risk-based approach in customs administration and the creation of economic incentives for legal waste recycling within the Union. The implementation of these measures will make it possible to transform the control system from prohibitive to controlling, helping to minimize economic risks and develop the economy in the territory of the EAEU.
