IMPROVING PUBLIC-PRIVATE PARTNERSHIP MECHANISMS IN THE IMPLEMENTATION OF RURAL DEVELOPMENT PROJECTS
Abstract
The article discusses ways to improve the mechanisms of public-private partnership in the implementation of rural development projects in modern socio-economic conditions. The relevance of the research is determined by the need to ensure sustainable spatial development, modernize rural infrastructure and increase the investment attractiveness of agricultural municipalities. The theoretical approaches to the content and forms of public-private interaction are analyzed, the application features are identified, taking into account infrastructural constraints, demographic trends and the specifics of the revenue base of the territories. The necessity of moving from the fragmented use of individual tools to the formation of a comprehensive model of interaction between the state and business, focused on long-term socio-economic impact, is substantiated. The paper proposes measures to improve financial and economic mechanisms for investor support, optimize risk allocation, and develop an institutional environment for project support. The findings can be used by public authorities in the development of strategies and programs for the integrated development of rural areas, as well as in the adjustment of regional policy in the field of public-private partnership.
