FEATURES OF ENSURING ENVIRONMENTAL SAFETY OF OFFSHORE PIPELINES IN THE CASPIAN REGION

The Caspian region occupies an important place in the system of offshore extraction and transportation of hydrocarbon resources, which determines the active development of offshore oil and gas infrastructure, including offshore pipelines. The operation of offshore pipelines is an integral element of the energy security of the Caspian littoral states; however, it is simultaneously associated with increased environmental risks, especially under the conditions of the closed and vulnerable ecosystem of the Caspian Sea. Limited water exchange, high sensitivity of biological resources, and the cumulative nature of pollution significantly intensify the potential consequences of emergency situations. During the operation of offshore pipelines, accidents and hydrocarbon leaks may occur due to corrosion wear, mechanical damage, the impact of hydrometeorological and seismic factors, as well as anthropogenic activities. Even relatively small oil spills under the conditions of the Caspian Sea can lead to long-term negative consequences for the marine environment and biological resources. This article analyzes the specific features of ensuring environmental safety of offshore pipelines in the Caspian region, taking into account natural, technical, and organizational factors. The key groups of environmental risks are identified, and the necessity of applying a comprehensive approach to their mitigation is substantiated. The scientific novelty of the study lies in the systematization of environmental risk factors associated with the operation of offshore pipelines, considering the specific conditions of the Caspian Sea, as well as in the comparative analysis of typical accident scenarios. The practical significance of the results consists in the possibility of their application in the development and improvement of measures aimed at ensuring environmental safety of offshore pipeline systems and offshore oil and gas infrastructure facilities in the Caspian region.
