INVESTIGATION OF CYBER SECURITY
Abstract
In the context of accelerated digitization, government agencies are actively implementing information systems and electronic services, which is accompanied by an increase in the volume of confidential data processed and a rise in cyber risks. This article examines the role and importance of cyber security audits as a key tool for protecting public sector information resources. It summarizes scientific and practical approaches to defining the objectives, types, and methodologies of cyber security audits in government agencies. Particular attention is paid to a risk-based approach, which allows for the focus of audit resources on the most critical information assets and vulnerabilities. The main international standards and frameworks used in audits, including ISO/IEC 27001, NIST, and COBIT, are analyzed. Key challenges specific to the public sector, such as outdated infrastructure, a shortage of qualified personnel, and limited financial resources, are also highlighted. It is concluded that cyber security audits are not only a technical but also a managerial risk mitigation mechanism that requires further development and adaptation to national conditions.
