Abstract

This study examined the contribution of revenue records creation in facilitating effective revenue collection at the Tanzania Revenue Authority (TRA) Headquarters in Dar es Salaam. The research explored how accurate, reliable, and accessible records enhance tax estimation, compliance, and accountability, forming a critical foundation for fiscal governance. A descriptive case study design was employed, combining quantitative and qualitative methods to provide both breadth and depth of analysis. A total of 114 respondents, including TRA staff and taxpayers, were purposively and conveniently selected based on their involvement in revenue processes. Data were collected using questionnaires, interviews, observation, and documentary review, and analysed with IBM SPSS 21 for quantitative data, alongside thematic interpretation for qualitative insights. Findings indicated that the creation of tax assessment records (84%), business tax records (77%), income statement records (73%), and tax payable amount records (73%) plays a central role in ensuring effective revenue collection. Both electronic and paper records coexist within TRA, which improves accessibility and verification but occasionally leads to synchronisation and duplication challenges. The study also revealed gaps in staff training, the absence of a unified records creation policy, and technological constraints that limit operational efficiency. Overall, systematic record creation emerged as a cornerstone for transparent and accountable tax administration. The study recommends adopting a comprehensive records creation policy, enhancing staff capacity through targeted training, and fully integrating digital systems to automate record generation and improve accuracy.
