Contours of Expression: Unpacking the Dynamics of Artistic Freedom in Uganda
Abstract
Artistic freedom is a critical driver of cultural innovation, social dialogue, and democratic expression. In Uganda, however, the promotion of creative liberties faces a complex interplay of cultural, socio-political, economic, and institutional constraints. This paper provides an assessment of the status, challenges, and opportunities for advancing artistic freedom in Uganda. Drawing on a mixed-methods approach, the paper integrates qualitative interviews with artists, policymakers, and cultural stakeholders alongside a review of legal frameworks, policy documents, and case studies of creative practice. The findings reveal that while Uganda possesses a vibrant and dynamic artistic community, systemic barriers, ranging from restrictive regulatory policies, limited funding, societal norms, and censorship, significantly constrain creative expression. At the same time, emerging opportunities, including digital platforms, cultural advocacy networks, and progressive policy reforms, offer pathways for expanding artistic freedoms. The paper highlights how institutional support, public awareness, and policy alignment intersect to either enable or restrict artistic expression. This paper contributes to scholarly debates on creative liberties in sub-Saharan Africa and provides practical insights for policymakers, cultural institutions, and artists seeking to foster an enabling environment for artistic innovation. By mapping the current landscape of artistic freedom in Uganda, the study illuminates actionable strategies for unlocking creativity and reinforcing the role of art in societal development and transformation
