Abstract

The article examines a new development in Latvia’s language policy – the law adopted in 2025 titled “Amendments to the Rules of Procedure of the Saeima”, which stipulates that the Cabinet of Ministers must submit to the Saeima a report every two years by September 15 of the relevant year on the actions taken and planned for the preservation, protection, development, and strengthening of the state language. This government report is to be reviewed in a Saeima session, followed by parliamentary debates. The first report from the Cabinet of Ministers is to be submitted to the Saeima by September 15, 2025. Discussion of such matters in the highest legislative body of the state is a vital component of parliamentary activity in a democratic country. These discussions help to improve the quality of lawmaking by highlighting the need for new legislation or identifying shortcomings in existing laws. By expressing the views of voters from various societal groups, such debates help ensure representation of diverse interests. Public debates make the legislative process more transparent. Parliamentary debates often reflect broader societal discussions. They can influence public opinion, promote awareness, and encourage participation in political processes. A special report on the language situation underscores the importance of the state language’s status in the hierarchy of societal values and may contribute to the full implementation of the state language’s role. However, there is some confusion caused by the legislature’s decision to reject the originally proposed term language policy, replacing it with the descriptive phrase “for the preservation, protection, development, and strengthening of the state language.” Parliamentary debates on language policy could serve as an important turning point for the full realisation of the state language’s status. However, their significance may be diminished by the fact that a codified term with a traditionally established meaning is replaced by a formulation that could allow politically decisive issues to be substituted with discussions on less significant aspects of the language situation.
