Self-regulation in architectural activities as a tool for ensuring social responsibility of urbanism in the digital era
Abstract
The article examines self-regulation in architectural activity as a tool for ensuring social responsibility of urban planning in the context of digital transformation. It is substantiated that in the digital era, architectural activity goes beyond the purely technical and design sphere and acquires a publicly significant character, directly affecting the quality of life of the population, safety, inclusiveness and sustainable development of the urban environment. The legal nature and content of the main mechanisms for controlling the activities of self-governing associations in the field of architectural activity, aimed at complying with the standards of quality, safety and accessibility of development, are analyzed. Particular attention is paid to the role of the Unified State Electronic System in the field of construction as a tool for digital transparency, accountability and professional control, as well as to the mechanisms of professional certification and certification of construction industry specialists. Problems of declarativeness of individual legal instruments of self-regulation are identified, in particular, the involvement of self-regulatory organizations in licensing economic activities, and directions for their improvement are outlined, taking into account digital technologies. It is concluded that an effective combination of state regulation, professional self-regulation and digital control tools is a necessary condition for the formation of a socially responsible and sustainable urban environment.
