Abstract

The report examines the digitalization of the legislative process in the Republic of Bulgaria. The analysis focuses on the legal framework regulating the use of Information and Communication Technologies (ICT) in the development, discussion, and adoption of normative acts, while emphasizing their role in enhancing the efficiency, transparency, and accessibility of lawmaking. The report highlights the main legislative acts related to digitalization in the legislative process. Special attention is given to the procedures regulated by the Law on Normative Acts, as well as the opportunities for electronic public consultations and participation of citizens and stakeholders in drafting legislative documents. Digitalization in this context is viewed as a tool for facilitating communication between institutions, citizens, and businesses. At the same time, the challenges associated with electronic administration in the legislative process are also analyzed.
