Abstract
Penélope Plaza’s Culture as Renewable Oil explores how Venezuela’s state oil company PDVSA used culture as a tool of territorial and political power. By conceiving oil as a cultural resource, its cultural branch, PDVSA-La Estancia, reimagined oil as a renewable resource, investing in urban restoration projects and cultural campaigns that merged bureaucracy, space, and cultural policy to extend its influence beyond oil fields and reshape urban territory.
