Abstract

Announced revolution, reclaimed command. Launched in 2018 by Egypt’s Minister of Education alongside a circle of experts endowed with cosmopolitan capital – shaped by foreign training and transnational networks – and backed by the presidency and international donors, the EDU 2.0 reform set out to overhaul school curricula and digitise the national school system. Its trajectory, however, soon slipped from the hands of its promoters: senior bureaucrats within the Ministry of Education, armed with domestic capital accrued through long state careers and tied to established networks, reasserted control. Far from merely resisting, they reinterpreted international directives, appropriated the reformist discourse, and fashioned a version made legitimate to the state. What emerged is a configuration where internationalised expertise is pushed to the margins, while the higher state bureaucracy reaffirms its centrality in shaping education policy.
