Abstract

In 2025, environmentalists faced a powerful anti-environmental offensive, often referred to as an «ecological backlash.» This phenomenon is global. In France, it manifested itself in the adoption of the Duplomb Law, the weakening of the «zero net land take» policy, and the elimination of «low-emission zones.» Coordinated by the FNSEA (National Federation of Farmers’ Unions), right-wing parliamentarians, and various government agencies, this offensive unfolds on three fronts: the enactment of new legislation, police and judicial repression, and communication campaigns targeting public opinion. In response, environmental activists have several strategic choices: continuing legal action or turning toward civil disobedience, or engaging in violent forms of protest. The limitations and unintended consequences of these strategies have become increasingly apparent in recent years. The 2027 presidential election, if won by the right or far right, could further roll back pro-climate policies and intensify repression against environmental advocates.
