Abstract

Open and Distance Learning (ODL) has evolved as a transformational approach within Malaysia's higher education sector, especially following the COVID-19 epidemic. The digital divide persists in limiting fair participation, particularly for learners from low-income and rural backgrounds. This study examines how the International Islamic College (IIC), a private higher education school entirely owned by the International Islamic University Malaysia (IIUM), organizes its ODL programs to foster digital inclusion. This research utilizes a mixed-methods case study to examine institutional documents, learning management system data, and assessment weight distributions to assess compliance with the Code of Practice for Open and Distance Learning and the Guidelines on ODL Implementation.
