Abstract

This chapter investigates systemic disparities in healthcare access during emergencies and disasters, with a focus on the disproportionate impact faced by marginalized and vulnerable populations. It analyzes structural determinants of health inequity, including poverty, race, gender, and disability, and explores how inclusive policy frameworks can address these challenges. Real-world case studies such as COVID-19 and Hurricane Katrina highlight gaps in crisis response and the urgent need for equitable healthcare delivery. The chapter presents practical, evidence-based solutions, including community-led interventions, inclusive disaster preparedness, and equitable distribution of resources. Drawing from interdisciplinary research and global experiences, it proposes actionable strategies to embed equity into emergency health systems. Future research directions emphasize the importance of data equity, cross-sector collaboration, and the role of digital technologies in promoting fair and inclusive healthcare access during times of crisis.
