Abstract

This chapter explores the transformative potential of agricultural policy synergies between Algeria and Tunisia to address shared climate vulnerabilities, including water scarcity, aquifer depletion, and rising food import dependency. By systematically analyzing five key areas of collaboration—water governance exchange, drought-resistant crop development, cross-border aquifer management, agri-tech knowledge transfer, and climate-smart value chains—the study demonstrates how integrated approaches can enhance resilience, optimize resource use, and reduce economic risks. The chapter argues that bilateral cooperation could unlock ecological, economic, and social dividends, such as slower aquifer depletion, lower cereal import costs, and rural job creation. However, realizing these synergies requires overcoming institutional fragmentation and political inertia. The chapter concludes with a systemic framework for Maghreb agricultural resilience, positioning Algeria and Tunisia as potential leaders in regional climate adaptation.
