Abstract

This chapter examines how linkages between multinational enterprises (MNEs) and local firms can be designed and governed to promote women's economic empowerment and contribute to gender equality. Building on the sustainable linkages framework, the chapter proposes a conceptual model that applies a gender-specific focus across three core policy areas: (i) SDG-oriented investment promotion, (ii) sustainable enterprise development, and (iii) sustainable linkage facilitation. Within this model, it distinguishes three strategy types: sector-specific linkages with a gender focus, cross-sectoral gender-responsive linkages, and inclusive linkages targeting women in vulnerable economic segments. It concludes with concrete policy recommendations for governments seeking to build more inclusive, gender-responsive FDI ecosystems.
