Abstract

The chapter presents a systematic review of global care practices and educational models for inclusive early childhood development (ECCD) for Deaf children, aiming to address the barriers and opportunities in their education. By examining various national and international policies, this work synthesizes research from diverse regions and income contexts, focusing on the unique linguistic, cognitive, and social needs of Deaf learners. The chapter highlights promising models of inclusive education and identifies factors influencing successful implementation. Using two theories, it explores how multiple environments affect Deaf children's development and inclusion. It also emphasizes the significance of cultural and linguistic identity in educational settings. The findings contribute to the global conversation on disability-inclusive development, offering evidence-based recommendations for improving ECCD practices, particularly in low- and middle-income countries, and bridging the gap between policy frameworks and real-world educational practices.
