Abstract

This chapter explores how state investment in neuroscience and AI is creating a new governance model to change citizen behaviour. The study examines the convergence of nudges and AI, observing that AI has led to the development of personalised nudges, which, while demonstrating efficacy, also give rise to concerns. A bibliometric study of 107 publications between 2011 and 2024 was conducted in order to identify key authors, journals, research areas, challenges and trends. The study's findings reveal mounting ethical concerns and underscore the necessity for regulatory frameworks. The European Union is a significant contributor to funding and AI regulation. The domain of health is the most developed, and children present the most ethical and regulatory challenges. We adopt a proactive stance, recognising the potential of AI-driven nudges to improve decision-making and public policy. Furthermore, emphasis is placed on the necessity of embedding ethical principles in global regulations.
