Abstract

The introduction of artificial intelligence (AI) into Moroccan public governance is changing the organizational mode of delivery, the decision-making processes, and the relationship between the state and citizens. This chapter discusses opportunities and ethical challenges linked to AI adoption in public organizations in Morocco, based on a quantitative analysis of 270 observations. The chapter examines the implications of AI systems (RPA, machine learning (ML), NLP, and computer vision) on performance, transparency, accountability, and identify possible risks associated with bias and discrimination. We use Random Forest and SVM to identify important variables, and make predictions about the links between AI adoption, governance and performance. We find that while AI systems contribute to improved quality and speed of service delivery, they come with ethical challenges with respect to justice, privacy and democratic legitimacy. We offer some strategic recommendations for the responsible, ethical integration of AI systems in the Moroccan context.
