The Rise of Private Higher Education in Asia
Abstract
Private higher education institutions (PEIs) in Asia have expanded rapidly but are still often viewed as marginal or “second-tier.” This chapter challenges that narrative by examining historical pathways, key drivers of growth and the tensions that shape private provision, including regulation, equity and commercialisation. Comparative cases from Singapore, China, India and Malaysia show how state priorities and market forces interact to produce varied models of legitimacy and innovation. The chapter introduces the PEI Value Realignment Model, which reframes private institutions as purpose-led rather than market-driven. It argues that PEIs are emerging as significant contributors to educational transformation and sets the conceptual foundation for the book's broader claim that they are central to Asia's higher education future.
