Abstract

A large language model (LLM) has rapidly evolved from an experimental project to a socio-technical infrastructure that shapes decision-making, communication, education, and many other aspects of public life. It is becoming increasingly apparent that ethical and governance issues are becoming increasingly central as adoption accelerates. The purpose of this chapter is to examine the emerging ethical landscape surrounding the development and deployment of LLMs, focusing on the issue of transparency, accountability, fairness, sustainability, and global coordination. An overview of the evolving governance models, including regulatory, institutional, and collaborative frameworks, is presented in this chapter and it emphasizes the need for human-centered design, harm mitigation, and responsible innovation as key elements. A summary of future research directions outlined in the conclusion of this chapter will contribute to the development of robust governance mechanisms that ensure LLMs contribute responsibly to ensuring societal progress in the future.
