The Blue Economy in Türkiye
Abstract
This chapter examines the development of the Blue Economy in Türkiye, emphasizing both its strategic potential and structural limitations. Positioned at the crossroads of global maritime trade, Türkiye's maritime sectors-including shipping, fisheries, aquaculture, tourism, and renewable energy-are presented as critical drivers of sustainable growth. Yet fragmented governance, the absence of a comprehensive national strategy, and weak integration of climate adaptation policies constrain this potential. Through case studies such as the Marmara Sea mucilage crisis, sustainable fisheries initiatives in the Black Sea, and conservation challenges in Kaş-Kekova, the chapter illustrates the tensions between ecological sustainability and economic development. By applying concepts such as governance fragmentation, wicked problems, and institutional misfit, the chapter offers a framework for understanding these challenges. It concludes with policy recommendations, highlighting the need for integrated strategies, stronger stakeholder participation, and alignment with global sustainability norms.
