Abstract

This study aims to analyze the effects of the increasingly visible demographic transformation in the 21st century on Turkey's public finances in terms of the silver economy and uses deterministic dynamic modeling to analyze the dynamic relationships between public revenues, public expenditures, nominal interest rates, and public debt stock. The findings reveal that the silver economy has a double impact on public finance. On the one hand, the aging population creates budgetary pressure by increasing health care and pension expenditures. On the other hand, the elderly population's consumption potential, saving tendencies, and demand for new sectors may contribute to economic vitality. This dual effect makes the silver economy a strategic area not only for social policy but also for fiscal policy.
