Abstract

The nexus of social justice, human rights, and artificial intelligence (AI) in Cambodia is critically examined in this chapter, which also places the nation within larger regional and international discussions on moral digital transformation. AI presents significant concerns of exclusion, monitoring, and authoritarian misuse, despite its growing recognition as a catalyst for innovation and growth. Cambodia is a fascinating case study because, on the other, its quick economic development, extensive digitalization, and bold government initiatives show how AI might improve social protection, healthcare, education, and governance. On the other, fragile institutions, restricted civic space, and persistent inequality underscore the dangers of widening divides and entrenching political control. By analysing opportunities, risks, and ethical challenges, the chapter outlines potential pathways for inclusive and rights-centred AI adoption. Future directions for enhancing democratic governance, encouraging civic engagement, and establishing Cambodia as an ASEAN regional leader in ethical AI.
