Abstract

The digitalisation of urban mobility has foregrounded Intelligent Transport Systems (ITS), Vehicle-to-Everything (V2X) communication, Mobility-as-a-Service (MaaS), and data-driven optimisation in contemporary transport governance. Yet, these advances often exceed the pace of organisational arrangements needed to ensure environmental responsibility, social equity, and ethical accountability. This chapter identifies Smart Transportation as a sphere in which green governance must be effectively embedded within digital organisations. It outlines a governance framework connecting data stewardship, sustainability metrics, institutional roles, and regulatory coordination in the deployment of ITS and digital mobility platforms. Emphasis is placed on federated learning, privacy-by-design, and responsible mobility data stewardship as foundations for sustainable and trustworthy mobility ecosystems. The chapter concludes with recommendations for public authorities, private providers, and policy-makers seeking to align mobility innovation with ecological and organisational responsibility.
