Abstract

The chapter discusses the participation of the government in facilitating ethical and accountable Artificial Intelligence (AI) in the Triple Helix model of collaboration among institutions, industries, and universities. It examines the role of the public policy in the development of innovation ecosystems through the encouragement of transparency, accountability, and inclusivity when developing AI. The discussion identifies key policy instruments, regulatory frameworks, and national strategies that promote cross-sector collaboration in terms of responsible AI adoption. Case studies demonstrate the ability of providing a proper balance between innovation and ethical considerations, including data privacy, fairness, and social welfare, through proper governance. The chapter concludes with the recommendations to construct strong and cooperative AI ecosystems that should correspond to the global standards of responsible innovation.
