Abstract

The emergence of generative artificial intelligence (AI) has redefined authorship, creativity, and ownership in the digital economy, raising complex ethical and regulatory challenges. This chapter examines how university-government-industry collaboration, as outlined in the Triple Helix model, can strengthen ethical AI governance by redefining consent and creative labor. Using Indonesia as a focal point, the analysis examines how national and regional frameworks, particularly those of ASEAN, seek to align innovation with cultural and ethical accountability. By exploring case studies in education, policy, and creative industries, this chapter highlights how universities can operationalize ethical AI literacy and contribute to participatory governance. Ultimately, it argues that integrating creative consent into institutional collaboration provides a foundation for sustainable and inclusive AI ecosystems in Southeast Asia.
