Abstract

This chapter theorises AI-ready education ecosystems as complex, multi-scalar infrastructures for governing intelligent futures. Integrating National Innovation Systems, Triple and extended Helix models, socio-technical transition theory, capability-oriented justice frames, and learning-sciences metatheory, it reconceptualises education as a strategic regime that co-produces AI competencies, normative orientations, and civic agency. Through ideal-typical AI strategy regimes, multilevel talent pipelines, industry-university-government partnership modalities, and reflexive governance architectures, the chapter assembles a conceptual matrix linking actor constellations, knowledge flows, and regulatory instruments. It advances a design vocabulary centred on human-AI co-flourishing, epistemic and data justice, ecological responsibility, and experimentalist public-value governance, and sketches a research agenda for academics, policymakers, and digital learning technologists.
