Abstract

Artificial intelligence (AI) is increasingly embedded in decisions shaping public services, labor markets, education, healthcare, and national security, yet AI governance in the United States remains fragmented. Cities deploy systems first, states attempt coordination, and federal standards often follow after implementation. This chapter introduces the Stakeholder-Centric Public–Private Partnership (PPP) Ladder, a governance model designed for the realities of U.S. federalism. The model connects local, state, and national decision-making through existing PPP practices and embeds stakeholder participation as a structural requirement for legitimate and effective AI governance. It proposes municipal AI councils and community impact assessments at the local level, coordination and harmonization tools at the state level, and evidence-based standard setting and accountability at the national level. An accompanying AI Governance Toolkit provides scalable, legally compatible tools for responsible and socially grounded AI governance without creating new bureaucratic structures.
