Effect of Centralized Recruitment and Selection Process on Service Delivery in Local Government Authorities: A Study of Morogoro and Dodoma Regions in Tanzania
Abstract
This study examined the effect of centralized recruitment and selection on service delivery in local government authorities in the Morogoro and Dodoma Regions of Tanzania. A mixed-methods approach combined quantitative surveys tracking indicators—citizen satisfaction, efficiency, responsiveness, service quality, local adaptation, communication, and vacancy-filling time—with semi-structured interviews of 30 local government staff. Results showed that operational efficiency improved from 65% to 70% (t (99) = 4.52, p < .001), but citizen satisfaction fell from 60% to 55% (χ²(1, N = 200) = 5.23, p = .022). Time to fill vacancies rose 33.3% from 90 to 120 days (F (1,198) =12.34, p
