Abstract

Description du sujet. Conclusion. Description of the subject. The city of Bangui faces recurrent flooding driven by the interaction between the hydrological dynamics of the Oubangui Basin, rapid and uncontrolled urbanization, and the limitations of local governance. These factors increase the vulnerability of the population, while humanitarian interventions remain primarily focused on emergency response, without addressing the underlying structural causes. Objective. This article analyzes the structural factors of vulnerability, the socio-Environmental impacts of flooding, and the institutional and humanitarian to provide innovative solutions. Methods. The study combines literature review, spatial analyses using satellite imagery ang GIS tools, and the use of institutional and humanitarian sources. This approach allowed for the characterization of the hydrogeological parameters of the Oubangui Basin, the identification and mapping of flood-prone areas, and the assessment of impacts on exposed urban areas, while cross referencing data on urbanization and local governance. Results. This study proposes an integrated strategy based on three pillars: (i) the management of the Oubangui basin to control hydrological dynamics, (ii) the relocation and the transformation of economic activities in flood-prone areas to reduce population exposure, and (iii) the enhancement of the Oubangui River as a resource for urban and social development. Conclusion. The results of this study highlight the importance of renewed governance, based on prevention and resilience, requiring enhanced coordination between the state, local authorities, communities, and international partners.
