Fraud, Rioting, Vote-Buying
Abstract
In 1907, Joseph Howes, a British politician and member of the Liberal Democrats, published his memoirs. The title of Howes’ account, Twenty-Five Years’ Fight With the Tories , was to be taken literally. It abounded in reports of various brawls, disrupted meetings, and street riots, most of which were related to elections. Beyond this, he told stories of vote-buying, fraudulent ballot counting, and extended drinking bouts by voters at the candidates’ expense. 1
